Regional Emergency Management Committee
TRORC manages and facilitates emergency management planning activities for all hazards through the Regional Emergency Management Committee (REMC). The REMC is composed of all 30-member towns, with each town appointing two voting members. The first voting member is the Emergency Management Director (EMD), and the second voting member is an emergency services representative (fire, ems, and police).
The TRORC REMC typically meets on a quarterly basis in person with a virtual option. REMC meetings can be found on the TRORC Calendar and notices are sent out to all REMC members.
The REMC conducts all-hazards preparedness planning, coordinates with Vermont Emergency Management (VEM), the State Emergency Response Commission (SERC), and the new Statewide Local Emergency Planning Committee (LEPC). Submission of Tier II reports for facilities that store hazardous materials now all go to the state. Visit this page for more information on who needs to report and how.
The REMC sends a representative(s) to be a member on the statewide LEPC, participate in the Vermont Integrated Preparedness Planning Workshop (IPPW), and participate in the Threat and Hazard Identification and Risk Assessment and Stakeholder Preparedness Review (THIRA SPR). TRORC provides the REMC with administrative support, including meeting minutes, grant applications, planning support, and meeting setup. Funding for this is provided through VEM.
