Plans

Emergency plans come in a variety of forms and are for several levels of government. The Federal government operates under the National Response Plan and several other plans for specific types of incidents. Planning is an important step that can reduce the likelihood of disasters, increase the effective of response, and smooth the recovery after a disaster.

Some of the plans that you may find are:

Emergency Operations Plans (EOP)

An Emergency Operations Plan (EOP) covers how an entity will respond to an incident, and generally includes call lists, emergency resources, decision trees about actions, and authorizing statutes. An EOP may also cover pre and post incident phases, such as preparedness, training, evaluation, and recovery. A sample town EOP is available for download below. Basic Emergency Operations Plans (BEOP)

BEOPs replace the former Rapid Response Plans (RRP) as the most basic town-based emergency plans. The BEOP is updated annually, adopted by the Selectboard, and put on file with Vermont Emergency Management. The BEOP provides the top 3 people that would be best to contact in an emergency to determine the status of the town and their contact information. BEOPs also contain a basic list of emergency actions to take, lists of any shelters and vulnerable populations in town, mitigation actions, ICS and emergency declaration forms, a listing of town and private emergency resources, as well as a basic map of the town. Pre-disaster Mitigation (PDM) Plans

Pre-disaster Mitigation (PDM) Plans identify the likely hazards to a jurisdiction and propose actions to reduce anticipated damages. These plans have been done at town, regional and the state levels. Local PDM Plans can be found under each town at the Member Towns page. The Regional PDM plan is not online, but more information can be found on the TRORC web site under the Pre-Disaster Mitigation section. The Vermont PDM plan is not available online, but interested persons should contact Ray Doherty, State Hazard Mitigation Officer at rdoherty@dps.state.vt.us.

Continuity of Operations Plans (COOPs) and Disaster Recovery Plans

Continuity of Operations Plans (COOPs) and Disaster Recovery Plans typically focus on what will an agency or business do to get back on its feet after an incident. They include pre-disaster planning to preserve records, create emergency lists, set up backup facilities, and establish emergency chains of command. A COOP template is available for download below.

State and Local Guide (SLG) 101 - Guide for All-Hazard Emergency Operations Planning

This State and Local Guide (SLG) provides emergency managers and other emergency services personnel with information on FEMA's concept for developing risk-based, all-hazard emergency operations plans. This Guide clarifies the preparedness, response, and short-term recovery planning elements that warrant inclusion in State and local EOPs. It offers FEMA's best judgment and recommendations on how to deal with the entire planning process--from forming a planning team to writing the plan. It also encourages emergency managers to address all of the hazards that threaten their jurisdiction in a single EOP instead of relying on stand-alone plans. Vermont School Crisis Guide - 2008

This guide lays out the basic tenets of emergency planning, guidelines for operational response including dealing with media and post-crisis counseling, and has basic generic checklist-type plans for over twenty emergency incident types. Communication Plans

Below are communications plan forms. The ICS 205 is designed to deal solely with radio communications, while the 205a form is meant as a broader communications contact list.  The template file is our attempt at merging these documents into a form most likely to be useful at the local level.
